Introduction

Consolidation

The objective of this activity is to validate the SOCRATES2.0 concept. The consortium partners and member group will draw conclusions and provide recommendations and guidelines for deploying interactive traffic management.

SOCRATES2.0 Consolidation Report

The SOCRATES2.0 consortium partners and the SOCRATES2.0 member group will create possibilities to engage stakeholders inside and outside of the consortium in discussions that are crucial for final consolidation. To this extend  workshop(s) will be organised at least at the beginning and during the last project year. Next to the evaluation report, the results of these workshops feed directly into the project’s final consolidation.

Different stakeholder perceptions

One of the particular issues of evaluations is that deployment results can substantially differ from one test site to the other, but also from the expected ones as described in the pre-defined success criteria and thresholds to the real findings. However, this cannot automatically lead to final conclusions. The validation of the concept of operations of SOCRATES2.0 also depends on the stakeholder perception of the concept. The differences can vary from technical advancement and acceptance by the general public to cost effectiveness and socio-economic benefits of public investments.

To this extend, at least two SOCRATES2.0 member group discussions are organised to report on these perceptions. Finally, the evaluation results from the Dutch, Danish, German and Belgian evaluations, the findings from other European projects (like LENA4ITS and TEAM) and the findings of the SOCRATES2.0 member group will be combined into overall conclusions and recommendations.

Follow-up plan

SOCRATES2.0 aims at European-wide deployment of its results. This is especially true for the end-user services, the concept of interactive traffic management, the cooperation framework and the TMex protocol. To enable this, a follow-up plan is elaborated and executed. The follow-up plan will particularly address topics that need arrangements in the final stage of the project and afterwards. Elaboration of the follow-up plan will continue during the whole project period. Follow-up plan topics are:

Liaisons with related projects, initiatives, and networks
The principle here is to target organised groups in order to maximise the expected liaison impact, with the goal to increase the EU-wide credibility and acceptance of the SOCRATES2.0 concept and explore or multiply exploitation opportunities.

Standardisation of traffic management information exchange protocol
Because a standard on the exchange of traffic management information, the enabling technology, is fundamental for a EU-wide deployment of interactive traffic management services, SOCRATES 2.0 needs to present technical implementation information and findings of the TMex protocol to relevant standardisation bodies (CEN) and related communities (like DATEXII) to address development of a needed standard or enhancement of existing standards;

Exploiting new innovations
The consortium elaborates a detailed consortium exploitation agreement, which will prepare potential exploitation by individual partners, set clear rules of exploitation, manage intellectual property rights and define agreed responsibilities and rights of every single partner.

Long-term legal framework
If evaluation results conclude to the refining of the existing legal framework, the European Commission (EC) and other authorities need to be addressed in the follow-up plan, as they set the long-term legal framework.
